With the pandemic the term resilience has become a buzzword. For some, it describes a certain level of preparedness against external shocks. For others, it is a multilayered approach to security policy. But what does it actually mean for a democratic country to be resilient? How can resilience be strengthened? And how does NATO’s approach to resilience influence our understanding of security?
